Luc is a graduate of the University of Ottawa with a Bachelor of Arts (1977), a Bachelor in Geography (1978) and a Bachelor of Law (LL.L. - 1985). He also holds an Executive M.B.A. from McGill University (1997). Luc has advised clients in both the public and private sectors. Luc worked several years as legal counsel at the Ministry of Justice and the Ministry of Foreign Affairs of Canada, before joining Lavalin Group, an international engineering and construction company. Luc then joined the Bangkok office of an international law firm as Partner. Thereafter, he joined the firm Deloitte Touche Tohmatsu in Thailand as Director for 2 years before leaving to help found INDOCHINA LEGAL. Luc brings an expertise in M&A, joint ventures, project financing and concessions, commercial negotiations, infrastructure (including power generation and distribution, oil and gas, transportation and industrial projects), as well as international arbitration. He has lectured on international and commercial lawand dealt with the various legal issues of engineering and construction projects at several academic institutions, including the Asian Institute of Technology in Thailand.
